Regular School Board Meeting Agenda

The South Winneshiek CSD Board of Education held their regular board meeting on November 14, 2022 in the EL/MS music room in Ossian. The meeting was called to order by board president Wendy Mihm-Herold at 5:32 pm.
After the Pledge of Allegiance was recited, roll call took place: Present: Craig Neuzil, Patricia Schissel, Don Schroeder and Wendy Mihm-Herold. Absent: Ron Hemesath
Moved by Schroeder and seconded by Schissel to approve the agenda as presented. Motion carried unanimously.
Review and discussion about previous minutes, bills, appointments, resignations, open enrollments and donations took place. Moved by Schroeder and seconded by Neuzil to approve the consent items which include: Resignations: Jake Elsbernd Assistant Varsity Football Coach; Dakota Gray, Head MS Football coach; Paul Bakewell – Co-head MS boys’ basketball. Appointments: Logan Schnuelle – Volunteer Wrestling Coach; Mike Gehling .75 Assistant Varsity Girls Basketball Coach $2225.98; Carter Wenthold .25 Assistant Varsity Girls Basketball Coach $743.16; Carter Wenthold Co-Head MS Boys Basketball $2180.62 and Christine Fischer to FT Cook position. Motion carried unanimously.
Mihm-Herold welcomed visitors.
Old Business:
- Moved by Schissel and seconded by Neuzil to approve the first reading of board policies 602.01-602.03 and605.01-605.03 regarding curriculum. Motion carried unanimously. Mihm-Herold wanted to publicly thank Ms. Nefzger. She is a breath of fresh air with her excitement and passion for what she suggested with the curriculum. “I love her approach for incorporating the SCIAC committee into curriculum decisions.” She also recognized the TLC group for doing wonderful things leading our teachers at South Winneshiek.
- Moved by Schroeder and seconded by Neuzil to approve the second and final reading of board policy 106 Title IX, Title IX Forms and Title IX Manual. Motion carried unanimously.
New Business:
- Moved by Neuzil and seconded by Schissel to approve starting an Esports program for the 2023-2024 school year. Motion carried unanimously.
- Moved by Neuzil and seconded by Schroeder to approve the out of state trip for SODA to Whitetail Ridge Ski Resort in Ft. McCoy WI in January 2023. Motion carried unanimously.
- Moved by Schroeder and seconded by Schissel to approve the purchase of a camera system for buses 1 and 15 from Truck Center for $3952.13 each. And to purchase a camera system for the 12-passenger van from School bus Sales for $1200.00. Motion carried unanimously.
- SBRC Applications:
- Moved by Neuzil and seconded by Schissel for increased enrollment – The district’s administration is authorized to submit a request to the school budget review committee for a modified supplemental amount of $70,423.50 due to an increase of certified enrollment from the prior year. Ayes: Schroeder, Neuzil, Schissel and Mihm-Herold. Nays: none. Motion carried unanimously.
- Moved by Neuzil and seconded by Schissel for Open Enrollment Out not on Prior Year’s Headcount – The district’s administration is authorized to submit a request to the School Budget Review Committee for a modified supplemental amount of $3613.50 for open enrolled out students who were not included in the district’s previous year certified enrollment count. Ayes: Schroeder, Schissel, Neuzil and Mihm-Herold. Nays: None Motion Carried unanimously.
- Moved by Neuzil and seconded by Schroeder for Limited English Proficient Instruction Beyond 5 years- The district’s administration is authorized to submit a request to the School Budget Review Committee for a modified supplemental amount of $3113.46 related to the English language learning program for students who have exceeded five years of weighing that are included on the Fall 20222 certified enrollment headcount. Ayes Schroeder, Schissel, Neuzil and Mihm-Herold. Nays: None. Motion carried unanimously.
- Moved by Neuzil and seconded by Schissel to create an 18-month CD at Fidelity Bank for $500,000 with an interest rate of 4.25%. Schroeder abstained from the vote. Ayes: Neuzil, Schissel and Mihm-Herold. Nays: None. Motion carried unanimously.
- Moved by Schissel and seconded by Schroeder to table further discussion and action on the Nutrition clothing allowance for shoes until April. Motion carried unanimously.

- Successful Veterans Day program with Quilts of Valor being distributed.
- Mr. Kearney and Mr. Conway on being recognized as Iowa Girls 1A XC At-Large Coaches of the Year
- South Winneshiek FFA earned a National two-star rating as National Chapter Award
- Mr. Einck
- SW will be hosting a Girls Wrestling Tournament on December 9; it has grown to the point we will host this at Luther College. The Boys Wrestling Tournament is December 10th in Calmar.
