On Tuesday, September 8, 2026, South Winn CSD residents will vote on a Physical Plant and Equipment Levy (PPEL).
Why is this vote needed?
- Last spring, Iowa lawmakers made changes to SAVE that redirect a larger portion of the sales tax revenue away from school infrastructure.
- That decision created unexpected short-term impacts that were unknown to the district and voters when the bond referendum was approved.
What the proposal does:
- We are asking voters to consider changing our district’s voted PPEL limit on September 8 to provide financial flexibility to offset the funding shortfall and ensure the project can continue as expected.
- The proposal is designed to NOT raise overall property tax rates.
