School Board Meeting
The South Winneshiek CSD Board of Education held their regular board meeting on April 10, 2023 in the
boardroom in Calmar. The meeting was called to order by board president Wendy Mihm-Herold at 5:30
pm.
After the Pledge of Allegiance was recited, roll call took place: Present Craig Neuzil, Don Schroeder,
Patricia Schissel and Wendy Mihm-Herold. Absent: Ron Hemesath.
Moved by Schroeder and seconded by Neuzil to approve the agenda as presented. Motion carried
unanimously.
Review and discussion about previous minutes, bills, appointments, resignations, and donations took
place. Moved by Schissel and seconded by Neuzil to approve the consent items which included: The
resignation of Payton Haynes – Assistant Varsity Football; Mitchell Herold – Assistant Varsity Boys
Basketball; Ashley Walz – Assistant Varsity Volleyball. Appointments: Mandi Perry – Paraprofessional
$11.00. Motion Carried unanimously.
Moved by Neuzil and seconded by Schroeder to open the public hearing for the amended 2022-2023
school budget. Motion carried unanimously.
Moved by Schroeder and seconded by Schissel to close the public hearing for the amended 2022-2023
school budget. Motion carried unanimously.
Moved by Schroeder and seconded by Neuzil to open the public hearing for the 2023-2024 school
budget. Motion carried unanimously.
Moved by Neuzil and seconded by Schissel to close the public hearing for the 2023-2024 school budget.
Motion carried unanimously.
Old Business:
A. Moved by Neuzil and seconded by Schroeder to approve the uniform allowance for closed-toe,
non-skid work shoes for the permanently hired kitchen staff working as cooks or cook helpers of
up to $100 per school year to start with the FY24 school year. Motion carried unanimously.
New Business:
A. Moved by Schroeder and seconded by Schissel to approve the 2022-2023 amended school
budget amended as follows: Support Services increased by $500,000; Non-Instructional Services
increased by $200,000; and Total Other Expenditures increased by $1,200,000 due to wind
damage in July 2022. Motion carried unanimously.
B. Moved by Neuzil and seconded by Schroeder to approve the 2023-2024 school budget of
12.52345% tax rate. Motion carried unanimously.
C. Moved by Neuzil and seconded by Schroeder to approve the bargaining agreement changes for
the FY24 and FY25 school years with South Winneshiek Education Association of wage increases
of $710 on base in FY24, $700 on base in FY25 along with language changes outlined in the
tentative agreement. Motion carried unanimously.
D. Moved by Schissel and seconded by Neuzil to approve the collective bargaining agreement for
FY24 with the South Winneshiek Educational Support Professionals of a $3.00 increase on base

for custodians, cooks, paraprofessionals, bus mechanic and administrative assistants and to
increase the base wage for the bus drivers by $40.00. Motion carried unanimously.
E. Moved by Schissel and seconded by Schroeder to issue contracts for the FY24 school year as
presented. Motion carried unanimously.
F. Moved by Neuzil and seconded by Schroeder to approve the 2023 Emergency Operations Plan
as presented. Motion carried unanimously.
G. Moved by Schissel and seconded by Schroeder to approve the out of state trip to Niagara Cave
in Harmony MN. Motion carried unanimously.
H. Moved by Schroeder and seconded by Schissel to hold all board meetings in Calmar, other than
twice a year to hold them in Ossian beginning the FY24 school year. Motion carried
unanimously.
I. Moved by Neuzil and seconded by Schroeder to approve the FY24 Course Registration
handbook. Motion carried unanimously.
J. Moved by Schroeder and seconded by Neuzil to approve the purchase of a wrestling mat from
Dollamur for $13,395 with the cost to be shared between the district ($6000), SW Athletic
Boosters ($6000) and the Warrior Mat club ($1395). Motion carried unanimously.
K. Moved by Schissel and seconded by Schroeder to approve board contribution of insurance rates
for the 2023-2024 school year to be equal to the single plan 3 Blue Choice which is $674.00 per
month. Motion carried unanimously.
L. Moved by Neuzil and seconded by Schissel to approve graduation time to be set at 12:00 Noon
on Sunday, May 14, 2023. Motion carried unanimously.
M. Moved by Schroeder and seconded by Neuzil to approve the sharing agreements with Keystone
AEA for Social Worker, Technology and Special Education Director. Motion carried unanimously.
N. Moved by Neuzil and seconded by Schissel to approve the exterior wall and alley repairs to be
completed by Reilly Construction for $28,950.00. Motion carried unanimously.
Administrative Reports were provided.
Moved by Neuzil and seconded by Schroeder at 6:57 pm to enter in to exempt session to discuss
strategy in matters relating to employment conditions of employees not covered by the collective
bargaining law. Iowa Code 21.9 Exempt sessions are closed to the public: Roll Call: Voting Aye: Schissel,
Mihm-Herold, Schroeder, Neuzil. Nay: None Motion carried unanimously.
Moved by Schroeder and seconded by Neuzil to return to open session at 7:31 pm Roll Call: Voting Aye:
Schissel, Schroeder, Neuzil and Mihm-Herold. Nay: None Motion carried unanimously.
O. Moved by Neuzil and seconded by Schroder to approve a 3% increase for employees who have
been employed one year or longer who are not covered by a collective bargaining agreement.
Motion carried unanimously.
The next regular meeting will be held on May 8, 2023 in the Music Room at the El/MS in Ossian at 5:30
pm. Moved by Neuzil and seconded by Schissel to adjourn at 7:35 pm. Motion carried unanimously.
