April 13, 2020

5:30 P.M.

The South Winneshiek Community School District Board of Education held its regularly scheduled board meeting on April 13, 2020 in the boardroom in Calmar. The meeting was called to order by board president Wendy Mihm-Herold at 5:30 pm.  A Zoom link was made available to the public prior to the meeting. 

After the Pledge of Allegiance was recited, roll call took place:  Present: Don Schroeder, Patricia Schissel, Corey Meyer and Wendy Mihm-Herold.  Ron Hemesath arrived at 5:32 pm.

Moved by Schroeder and seconded by Schissel to approve the agenda as presented. Motion carried unanimously.

Review and discussion about previous board minutes, financials, bills, appointments, resignations, open enrollments and donations took place. Moved by Meyer and seconded by Hemesath to approve the consent items. Resignations: Mike Johnson – MS Head Girls Basketball coach; Kayla Ross – Varsity Girls Basketball coach. Motion carried unanimously. 

Mihm-Herold welcomed visitors. 

Moved by Hemesath and seconded by Schissel to open the public hearing about the 2020-2021 school budget. Motion carried unanimously.   There were no public comments. 

Moved by Schroeder and seconded by Hemesath to close the public hearing on the 2020-2021 school budget.  Motion carried unanimously. 

Old Business:  None

New Business: 

  1. Moved by Hemesath and seconded by Meyer to approve the 2020-2021 school budget at 12.44706%. Voting Aye: Meyer, Schissel, Hemesath, Schroeder and Mihm-Herold. Nay: None. Motion carried unanimously. 
  2. Summer projects
    1. Moved by Schroeder and seconded by Hemesath to approve the bid from SHI for 120 Chromebooks $29,760.00.  Motion carried unanimously. 
    2. Moved by Schroeder and seconded by Meyer to approve a Voice over IP system with NEIT for $38,393.14. Motion carried unanimously.
    3. Moved by Meyer and seconded by Hemesath to approve wireless access points from CDW-G for $70,000. Motion carried unanimously. 
    4. Moved by Schroeder and seconded by Meyer to approve two POE switches from CDW-G for $9,400.00. Motion carried unanimously
    5. Projector updates were tabled. 
    6. Moved by Schroeder and seconded by Schissel to approve the purchase of a carpet shampooer with upholstery attachment from Dalco for $3,278.36. Motion carried unanimously. 
    7. Moved by Schissel and seconded by Hemesath to approve tile for the high school entrances from Dessel Roach for $2,500.00. Motion carried unanimously. 
    8. Moved by Hemesath and seconded by Schroeder to approve the refinishing of the gym floors at both buildings by FLR Sanders for $7166.50. Motion carried unanimously. 
  3. Moved by Hemesath and seconded by Schissel to approve the AEA Purchasing Agreement.  Motion carried unanimously. 
  4. Moved by Meyer and seconded by Schissel to approve the collective bargaining agreement with the South Winneshiek Educational Support Professionals.  Employees will be placed on a salary schedule based on their years of experience, which may or may not be the same number of years employed in the district. Salary schedules have been created for administrative assistants, cooks, custodians, bus mechanic and paraeducators. The salary schedule lanes and steps will be placed in the employee handbook. Employees will be placed on their perspective schedule for the 2020-2021, 2021-2022 and 2022-2023 years. The base wage for each schedule has been established:

Voting Aye: Meyer, Schissel, Mihm-Herold. Abstaining from the vote: Hemesath and Schroeder.
Motion carried.

E. Moved by Schissel and seconded by Meyer to extend the Pandemic Pay Resolution. Voting Aye:
Schissel, Meyer and Mihm-Herold. Abstaining from the vote: Hemesath and Schroeder. Motion
carried.

F. Moved by Meyer and seconded by Hemesath to approve the program agreement with
Northeast Iowa Community College for clinical experience in nursing. Motion carried
unanimously.

G. Moved by Schroeder and seconded by Schissel to approve the membership with IASB. Motion
carried unanimously.

Administrative reports were provided by Mr. Halverson and Mr. Einck.

Announcements: The board would like to thank St. Teresa of Calcutta for preparing meals for all
students who have signed up and for the volunteers who are helping deliver these meals. The next
regular board meeting will be May 11 at 5:30pm at the EL/MS library in Ossian.

Moved by Schroeder and seconded by Hemesath to adjourn at 7:08 pm. Motion carried unanimously.
