Board of Education Regular Board Meeting
April 8, 2019

 

The April 8, 2019 regular board meeting of the South Winneshiek Community School District board of education was called to order at 6:00 pm by president Wendy Mihm-Herold.

After the pledge of allegiance was recited roll call took place: Present: Wendy Mihm-Herold, Corey Meyer, Patricia Schissel. Absent: Bob Busch and Don Schroeder.

Moved by Meyer and seconded by Schissel to approve the agenda as presented. Motion carried unanimously.

President Mihm-Herold welcomed visitors. Tom Bushman addressed the board.

Moved by Schissel and seconded by Meyer to open the public hearing on the 2019-2020 school budget. Motion carried unanimously. There were no public comments. Moved by Meyer and seconded by Schissel to close the public hearing on the 2019-2020 school budget. Motion carried unanimously.

Moved by Meyer and seconded by Schissel to open the public hearing on the 2018-2019 amended budget. Motion carried unanimously. There were no public comments. Moved by Schissel and seconded by Meyer to close the public hearing on the 2018-2019 amended budget. Motion carried unanimously.

Moved by Meyer and seconded by Schissel to open the public hearing on the 2018-2019 amended school calendar. Motion carried unanimously. The only public comment was a question by Mr. Bushman asking when the last day for seniors would be. Mr. Einck responded that date has not changed and the last day for seniors remains to be May 16. Moved by Schissel and seconded by Meyer to close the public hearing on the 2018-2019 amended school calendar. Motion carried unanimously.

Review and discussion about previous board minutes, financials, bills, appointments, resignations, open enrollments and donations took place. Moved by Meyer and seconded by Schissel to  approve the consent items as presented which included the resignation of Kristi Elsbernd – Paraeducator; Josh Shimak – Assistant Middle School Football Coach. Appointment of Lynda Johnson as Paraeducator $9.70. Motion carried unanimously.

Jenny Larson provided the Spotlight on Education by informing the board about the upcoming Open House on April 30 th from 4:30 to 6:30 at the Elementary/Middle School in Ossian. The open house is meant to showcase the wonderful things the students have been doing at South Winn. SWEF will be providing a light meal during the open house, a free will donation is appreciated.

There was no old business.

New Business:

  1. Moved by Schissel and seconded by Meyer to approve the 2019-2020 School Budget as presented with a 12.30610% tax rate. Voting Aye: Meyer, Schissel and Mihm- Herold. Voting Nay: None. Motion carried unanimously.
  2. Moved by Meyer and seconded by Schissel to approved the 2018-2019 Amended School Budget as presented, increasing Instructional area by $100,000 to $5,245,830 due to additional teaching staff and increasing the Total Support Services area by $100,000 to $2,550,304 due to additional technology services and security system.Voting Aye: Meyer, Schissel and Mihm- Herold. Voting Nay: None. Motion carried unanimously.
  3. Moved by Schissel and seconded by Meyer to amend the 2018-2019 School Calendar by making April 22 a Professional Development day for staff with no school for students and April 23 as a regular day of school for staff and students. Voting Aye: Meyer, Schissel and Mihm- Herold. Voting Nay: None. Motion carried unanimously.
  4. Moved by Schissel and seconded by Meyer to adopt the first reading of board policy 804.2 District Emergency Operations Plan. This policy replaces the original 804.2 in its entirety. Motion carried unanimously.
  5. Moved by Schissel and seconded by Meyer to approve the 2019-2020 High School Course Registration Handbook. Motion carried unanimously. The board thanked the faculty, guidance  counselor and administration for looking out for the best interest of students and for making over 35 courses available in collaboration with NICC for college credit.
  6. Moved by Meyer and seconded by Schissel to approve the facility usage agreement between SW and the American Red Cross. Motion carried unanimously.
  7. Moved by Meyer and seconded by Schissel to approve the AEA purchasing agreement for small wares, food and ware wash. Motion carried unanimously.
  8. Moved by Meyer and seconded by Schissel to approve the land improvements at the athletic complex by Reilly Construction for $6,750. Motion carried unanimously.
  9. Moved by Meyer and seconded by Schissel to increase the board contribution to insurance benefits from $605 to $627. Motion carried unanimously.
  10. Moved by Meyer and seconded by Schissel to approve the school fees and nutrition fees as presented. Motion carried unanimously. The only change from last year was increasing 3-Year-Old Preschool fee to $335 and to increase Adult Lunch Price, as set by the state, to $3.75.
  11. Moved by Schissel and seconded by Meyer to approve the IT services agreement with Keystone for $69,165.87. Motion carried unanimously.
  12. Moved by Schissel and seconded by Meyer to establish a bid date of April 30 at 2:00 PM to receive bids for the South Winneshiek Elementary School Roof Replacement. Motion carried unanimously.
  13. Moved by Meyer and seconded by Schissel to set a public hearing date of May 13, 2019 at 6:00 PM regarding the South Winneshiek Elementary School Roof Replacement. Motion carried unanimously.
  14. Moved by Schissel and seconded by Meyer to approve the out of state trip to Niagara Cave in Harmony MN. Motion carried unanimously.

Administrative reports were provided by Mr. Halverson who is up to Kiss a Pig should students in the Elementary reach their reading goals. Mr. Einck reported that SW will be collaborating with NICC to have Mr. Drucker teach Intro to Chem, Chem I and Chem II at NICC next fall.

Our next meeting will be May 13 in the Board Room in Calmar, IA. At 6:00 PM.

Moved by Schissel and seconded by Meyer to adjourn at 7:16 pm. Motion carried unanimously.

An Exempt Session was not held due to not having all board members present.
