Board of Education Regular Board Meeting
December 10 2018
The December 10, 2018 regular board meeting of the South Winneshiek Community School District Board of Education was called to order at 4:30 pm by president Wendy Mihm-Herold.
Roll Call: Present Bob Busch, Patricia Schissel, Corey Meyer, Wendy Mihm-Herold and Don Schroeder. Absent: none.
After the pledge of allegiance was recited a motion was made by Meyer and seconded by Busch to approve the agenda as presented. Motion carried unanimously.
After review and discussion about prior board minutes, financials, bills, appointments, resignations and open enrollments a motion was made by Busch and seconded by Schroeder to approve the consent items. Resignations: Sara Franzen as SWEF director and public relations director. Appointments: Melissa Holthaus Paraeducator $9.85; Brittany Allen-Ala Paraeducator $10.00. Motion carried unanimously.President Mihm-Herold welcomed visitors.
Old Business:
- Moved by Meyer and seconded by Schroeder to approve a multi-year early retirement package of $25,000 into an HRA and $25,000 into a TSA ($50,000 total) offered to those eligible to retire in the years of 2019 and 2020. Individuals must meet the following requirements to be eligible for an early retirement package: Certified or Full-Time Classified staff who are age 55 before July 1, 2019 and who have completed 20 years of service prior to July 1, 2019. OR Certified or Full-Time Classified staff who are age 55 before July 1, 2020 and who have completed 20 years of service prior to July 1, 2020. Written notification from qualified individuals will need to be given to the superintendent or board secretary no later than January 31, 2019 at 4:00 pm indicating which year they plan to retire. It is the intent of the board to not offer an early retirement package going forward. Patricia Schissel abstained from voting: Voting Aye:Schroeder, Meyer and Mihm-Herold. Nay: Busch. Motion carried.
- Moved by Busch and seconded by Schroeder to approve the second and final reading of board policy 505.8 Title I Parent and Family Engagement Policy. Motion carried unanimously.
- Moved by Meyer and seconded by Schissel to approve an additional ten questions to ask on the School Improvement Needs Assessment as discussed. Motion carried unanimously.
New Business:
- Moved by Schroeder and seconded by Busch to appoint Patricia Schissel as the Winneshiek County Conference Board Representative. Corey Meyer abstained from voting: Voting Aye:Schroeder, Busch, Schissel, Mihm-Herold. Nay: None.
- Moved by Busch and seconded by Meyer to approve the modified supplemental amount for At-Risk and Dropout Prevention of $59,701. Motion carried unanimously.
- Moved by Schroeder and seconded by Schissel to approve the first reading of board policies404.1R Code of Professional Conduct and Ethics Regulation and 404.R2 Code of Rights and Responsibilities Regulation. Motion carried unanimously.
- Moved by Busch ad seconded by Meyer to approve the bid from Lance Hangartner for $3,400for the removal of trees along the playground which include stump grinding and dirt fill. Motion carried unanimously.
Administrative Reports
- Mr. Halverson presented his report to the board highlighting the Midwest Honor Choir; South Winneshiek has ten students selected to participate. PreK-5th grade concert is being held tonight. A Lego wall has been added in the library. We are looking for more Legos if anybody has extras.
- Mr. Einck stating last day of attendance before winter break is Friday, December 21 with a 1:15dismissal. The high school winter concert will be Thursday December 13 at 7:00 pm. He also discussed FAQ’s around snow days.
The next regular meeting will be January 14 at 6:00 pm in the Calmar Board Room.
Moved by Schroeder and seconded by Busch to adjourn at 5:43 pm. Motion carried unanimously.
