The South Winneshiek CSD Board of Education held its regularly scheduled Annual board meeting on December 13, 2021 in the boardroom in Calmar. The meeting was called to order by board president Wendy Mihm-Herold at 5:30 pm.
After the Pledge of Allegiance was recited, roll call took place: Present: Don Schroeder, Craig Neuzil, Wendy Mihm-Herold and Ron Hemesath. Absent: Patricia Schissel.
Moved by Schroeder and seconded by Hemesath to approve the agenda. Motion carried unanimously.
Review and discussion about previous board minutes, bills, appointments, resignations, open enrollments and donations took place. Moved by Schroeder and seconded by Neuzil to pull the termination of Kendra Parker from the consent items. Motion carried unanimously. Moved by Neuzil and seconded by Hemesath to approve the termination of Kendra Parker as paraprofessional. Motion carried unanimously.

Roll call took place: Present: Don Schroeder, Craig Neuzil, Wendy Mihm-Herold and Ron Hemesath. Absent: Patricia Schissel.
Moved by Schroeder and seconded by Nezuil to appoint Wendy Mihm-Herold as president. Motion carried unanimously.
Moved by Hemesath and seconded by Neuzil to appoint Don Schroeder as vice-president. Motion carried unanimously.
The Oath of office was administered to the newly appointed President and Vice President.
Moved by Hemesath and seconded by Neuzil to approve the agenda. Motion carried unanimously.
New Business:
- Moved by Neuzil and seconded by Schroeder to receive the South Winneshiek Education Association opening proposal for negotiations: The goal is to reach a contract settlement for the 2022-2023 school year that will be agreeable to both parties; items of interest include, but are not limited to Article VIII: Wages and Salaries, Article X: Other financial benefits. Motion carried unanimously.

New Business:
- Moved by Schroeder and seconded by Neuzil to approve the South Winneshiek CSD board of Education’s counter proposal to the South Winneshiek Education Association for negotiations with a goal to reach a contract settlement for the 2022-2023 school year that will be agreeable to both parties: Items of interest include: Base Wages. Motion carried unanimously.
- Moved by Hemesath and seconded by Neuzil to adopt the 403b amendments as outlined. Motion carried unanimously. The amendment included:
- Allowed for employees to take earnings on their deferrals as part of their hardship distribution request
- Eliminated the 6-month suspension period following a hardship distribution;
- Eliminated the requirement to first take a plan loan before taking a hardship distribution;
- Allowed for employees to take a hardship for expenses (including lost income) incurred as a result of a federally declared disaster
- Moved by Schroeder and seconded by Neuzil to approve Ron Hemesath as a member to the Winneshiek County Conference Board. Motion carried unanimously.
- Moved by Neuzil and seconded by Hemesath to approve the lease agreement with Pitney Bowes for $159.57 per quarter. Motion carried unanimously.
- Moved by Neuzil and seconded by Hemesath to appoint the members of the South Winneshiek Reconsideration of Instructional Materials Committee. Motion carried unanimously. Members will include: Glenna Munuswamy, Jessica Peters, Nichole Steffans, Jason Halverson, Clark Goltz, Carson Straube, Kari Straube, Kurt Straube, Sally Tieskoetter and Abby Wagner.
- Moved by Schroeder and seconded by Hemesath to approve the outlined program for At Risk and Dropout prevention and the modified supplement amount of $183,277.00. Motion carried unanimously. Services include: Edgenuity Success Center; Success Center; Second Chance Reading, Summer credit recovery, Elementary Summer Services, Intensive Guidance Services, Elementary Reading Interventions, Tier II Intervention for significantly deficient students (Lexia), Homework Helper, 3-year-old preschool, Interpreting Services.
Announcements: The next regular schedule board meeting will be held January 10, 2022 at 5:30 pm in the band room in Ossian.
