South Winneshiek Community School District
Board of Education Board Meeting
December 16, 2019
The South Winneshiek Community School District Board of Education held a work session on December
16, 2019. The work session was called to order by vice president Schroeder at 5:09pm.
Present: Corey Meyer, Ron Hemesath, Don Schroeder, Patricia Schissel. Arriving at 5:50 pm Wendy
Harry Heiligenthal with Iowa Association of School Boards and Mona Nelson, school board member from
Decorah, helped lead discussion.
They discussed what the school board’s roles and responsibilities are as opposed to the superintendent
roles and responsibilities.
One topic that was discussed in detail was the chain of command and how it is important, as a school
board member, to listen to concerns but to encourage individuals with concerns to first discuss their
concern with that person directly. If there is no resolution to then go to the building principal and then
to the superintendent and as a last resort the issue can be brought to the school board through a
written request. Complaints and communication channels are covered in board policies 213.1R1
General Complaints by Citizens; 307 Communication Channels; 401.4 Employee Complaints; 502.4
Student Complaints and Grievances.
The discussion was also a reminder that administration and the board must work together to accomplish
the mission of the district. The mission of the South Winneshiek Community School District program is
to assist and ensure that every student achieves his/her level of educational excellence in the areas of
academic, career, and social/emotional development through a collaborative partnership with students,
family, educators, and community.
No action as taken during the work session.
The work session ended at 7:04 PM.
