Board of Education Regular Board Meeting
March 11, 2019

The March 11, 2019 regular board meeting of the South Winneshiek Community School District board of education was called to order at 6:00 pm by president Wendy Mihm-Herold.

After the pledge of allegiance was recited roll call took place: Present: Wendy Mihm-Herold, Corey Meyer, Patricia Schissel, Bob Busch and Don Schroeder. Absent: None

Moved by Busch and seconded by Meyer to approve the agenda as presented. Motion carried unanimously.

Review and discussion about previous board minutes, financials, bills, appointments, resignations, open enrollments and donations took place. Moved by Schissel and seconded by Schroeder to approve the consent items as presented which included the resignation of Ruth Cox – Paraeducator; Stephen Hoffert– Varsity Girls Basketball Coach; Andrew Norton – Junior High Wrestling Coach. Motion carried unanimously.

President Mihm-Herold welcomed visitors. Jenny Johnson addressed the board.

Moved by Meyer, seconded by Busch to open the public hearing on the school budget guarantee.

Motion carried unanimously. There was no discussion from the public.

Moved by Schroeder, seconded by Schissel to close the public hearing on the school budget guarantee.

Motion carried unanimously.

Moved by Busch, seconded by Meyer to open the public hearing on the 2019-2020 school calendar.

Motion carried unanimously. There was no discussion from the public.

Moved by Busch and seconded by Schissel to close the public hearing on the 2019-2020 school calendar.

Motion carried unanimously.

Spotlight on Education – Melissa Hageman shared her classroom equipment with the board.

There was no old business.

New Business:

  1. The FY2018 School Audit Report was presented by Joe Bouska and Steve Samac from Hacker &Nelson PC. Moved by Schroeder and seconded by Busch to accept the FY2018 School Audit Report. Motion carried, Meyer abstained from the vote.
  2. Moved by Schissel and seconded by Meyer to approve the 2019-2020 Collective Bargaining Agreement with the South Winneshiek Educational Support Professionals. $0.35 on their base and $20.00 on the route drivers monthly base. Motion carried unanimously.
  3. Moved by Schroeder and second by Busch to approve the Cooperative Agreement for Pre-Service Clinical Placement with the University of Northern Iowa. Motion carried unanimously.
  4. Moved by Meyer and seconded by Schissel to approve the partnership agreement between the Winneshiek Co Fair Board, Winneshiek Co Agricultural Extension, the Decorah CSD, South Winneshiek CSD and Turkey Valley CSD. Motion carried unanimously.
  5. Moved by Busch and seconded by Schroeder to approve the 2019-2020 School Budget Guarantee. Motion carried unanimously.
  6. Moved by Meyer and seconded by Schissel to approve the 2019-2020 SW School Calendar.Motion carried unanimously.
  7. Moved by Schroeder and seconded by Busch to approve extending the teachers’ contract day by thirty-minutes beginning March 18, 2019 and running until June 5, 2019. Motion carried unanimously. This will be a memorandum of understanding between South Winneshiek CSD and the South Winneshiek Education Association for this current year only.
  8. Summer Projects
    1. Moved by Schroeder and seconded by Busch to approve the high school ceiling work to be completed by Dennis Hageman Construction for $11,222.14. Motion carried unanimously.
    2. Moved by Busch and seconded by Meyer to approve the bid from L&B Electric for the lighting in the high school ceiling project for $3,612.64. Motion carried unanimously.
    3. Moved by Schissel and seconded by Busch to approve the bids from Hawkeye Communication as follows: Motion carried unanimously.
      1. $32,934 for Security Camera system at the HS
      2. $5,569 for Security Audio/Video Entry System
      3. $571 for Hawkeye Communication to host the web-based system iv.$3,960 for the annual hosting fee
    4. Moved by Schissel and seconded by Busch to approve the purchase of switches from CDWG for $36,005.36. Motion carried unanimously.
    5. Moved by Meyer and seconded by Schissel to approve the purchase of 120Chromebooks from SHI for $28,705.00. Motion carried unanimously.
  9. Moved by Schroeder and seconded by Busch to set April 8, 2019 as the public hearing date for the 20219-2020 School Budget. Motion carried unanimously.
  10. Moved by Schroeder and seconded by Meyer to approve the DLR Group as the architect for the roof work that needs to be completed at the elementary/middle school. Their fee is not to exceed $17,000. Motion carried unanimously.

Administrative Reports:

  1. Mr. Halverson reported that the middle school play “Around the World In 8 Plays”, by Jason Pizzarello and Patrick Greene will be performed on March 29​th​, 30​th​ and 31​st​.
  2. Mr. Einck reported that as of March 11 the last day for students will be June 4 with a 1:15 dismissal. This will change if we miss more school. Teachers last day will be June 7.

Announcements:

  1. The next regular meeting will be held April 8 in the District Board Room at 6:00 pm.Moved by Busch and seconded by Schroeder to adjourn at 8:16 pm. Motion carried unanimously.
