Board of Education Special Board Meeting Agenda
November 11, 2019
The November 11, 2019 board meeting of the South Winneshiek Community School District Board of Education was called to order at 6:00 pm by board president Wendy Mihm-Herold.
After the Pledge of Allegiance was recited roll call took place: present Wendy Mihm-Herold, Don Schroeder, Patricia Schissel, Corey Meyer. Absent: Bob Busch.
A change to the agenda was suggested by Mr. Einck to strike NB A SBRC Open Enrollment Out and LEP Instruction Beyond 5 Years. It is suggested by the department of Education to complete this at the December board meeting.
Moved by Schroeder and seconded by Schissel to approve the agenda with new business item A being stricken from the agenda. Motion carried unanimously.
Review and discussion about previous board minutes, financials, bills, appointments, resignations, open enrollments and donations took place. Moved by Meyer and seconded by Schissel to approve the consent items as presented which included the resignation of Sara Schmitt as Basketball Cheer Coach; Appointments of Lindsey Haas – Superintendent Secretary $19.50; Norbert Lechtenberg – Custodian $11.00, Shelley Knutson – Paraeducator $10.05, Shayna Campbell – Paraeducator $10.05. Motion carried unanimously.
President Mihm-Herold welcomed visitors.
New Business
- Tabled SBRC Open Enrollment Out and LETP Instruction Beyond 5 Years to December.
- Moved by Schissel and seconded by Meyer to approve Michael Haluska as the Keystone Area Education Agency District 2 Candidate. Motion carried unanimously.
A written report was provided by Mrs. Neftzger. Mr. Halverson and Mr. Einck provided their report to the board. Friday, December 13 Alexis Majors will be presenting a program called “Be the Difference” regarding bullying, suicide, underage drinking, vaping and drug use. This is for students, teachers and parents. She will be presenting at the high school at 9:00 am, elementary at 10:00 pm and middle school at 2:00 pm.
ACT results were provided to the district. Iowa and South Dakota had an average composite score of 21.6 out of a possible 36, ranking them tied for leading the country. The national average score is 20.7. Interestingly enough, South Winneshiek’s composite score is 22.6 – a full point higher than the state average composite score and almost two full points higher than the national average!
Moved by Schroeder and seconded by Meyer to move into closed session at 6:43 pm based on section 21.5(1)(i) of the open meetings law. To evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation and that individual requests a closed session.
Annual Evaluation of the Superintendent. Roll Call vote: Aye: Schroeder, Mihm-Herold, Schissel, Meyer. Nay: None. Motion carried unanimously.
The board entered back into open session. Moved by Schroeder and seconded by Meyer to move back into open session at 7:33 pm. Roll Call vote: Aye: Mihm-Herold, Schissel, Meyer, Schroeder. Nay None. Motion carried unanimously.
Announcements: Next regular meeting December 9 at 6:00 pm at the EL/MS Library in Ossian.
Work session to be held at 5:00 pm on December 16 in the District Board Room.
Moved by Meyer and seconded by Schroeder to adjourn at 7:34 pm. Motion carried unanimously.
